Installation problems

In installed everything according to instructions, and got as far the Step 4. And then when I saved the config settings, it says something is in the wrong directory and could not create /albums/.user (in big red letters) But when I went to my homepage, I can see the gallery index page. The problems starts when I click on "new album" and this is what I get : Warning: open_basedir restriction in effect.
