Dcraw.exe "The system cannot execute the specified prog

i am pointing gallery to my dcraw.exe (which works fine from the command line), and it give me this error:

my dcraw.exe is in my cgi-bin directory where all my other netpbm/imagemagick/etc are, and they work just fine....any ideas would be greater appreciated. thanks!
