Ok, I've figured out how to make changes to my templates of whatever theme I am using by creating a directory named "local" inside the templates directory. But how do I do something similar for other items? Specifically:

(1) style sheets?
(2) gallery core items?

Either the directions for this are not very clear, not yet written, or I am a complete retard  TIA.

You're not a retard, something are not 100% clear yet ;)

Create a 'local' directory in your theme's main directory for the style sheet. You may also want to look into creating your own theme based on an existing one by cloning it, see this page for more info on that, http://codex.gallery2.org/index.php/Gallery2:Themes

As for the gallery core items, you can create local directories in those template files, but those can get hard to track. Eventually, this problem will be fixed and it will be easy to add those changes to your theme. However, there is a way to include those changes in your theme, see this thread for more info: http://gallery.menalto.com/index.php?name=PNphpBB2&file=viewtopic&t=33008&highlight=include
