Homepage inaccessible although rest of site seems to work?

Howdy, so when I first started out after installing and running the config wizard I used the URL that went straight to the albums page: http://cgi.stanford.edu/group/tdx/cgi-bin/gallery/albums.php . I fiddled around there for a bit setting the proper permissions for PHP scripts and adding the path to PHP on my server as the first line of those files. Things seem to work pretty well. The only thing is that I get a 403 error when I try to access the main page at:
http://cgi.stanford.edu/group/tdx/cgi-bin/gallery

The following is the 403 error message:
You don't have permission to access the requested directory. There is either no index document or the directory is read-protected. This error is likely caused by system:cgi-servers not having read permissions on the cgi-bin directory. You may be able to fix this error by running the command

/usr/pubsw/bin/fsr setacl ~/cgi-bin system:cgi-servers read

at the unix command line on a cluster machine.

Yet, the gallery directory has 755 permissions, so this can't be the problem. The .htaccess and config.php file both have 666 permissions. Any ideas on a fix? Thanks so much!
