1.3.1 sees NetPBM and 1.3.3 doesn't?

I did a clean install of 1.3.3 and it couldn't find netpbm, went through installation, told it where to find it and all seemed fine. Went to add photos, got error "can't create thumbnail"

I have 1.3.1 on another site, copied it to site where I tried 1.3.3 install and 1.3.1 which found Netpbm, but it still can't create thumbnail. I have this working perfectly on another site, so I'm stumped.

Any ideas why?

Can you please post the debugging output from Gallery (i.e. turn on debug mode)?

Error messages:
pnmscale: EOF / read error reading magic number
sh: /usr/local/psa/home/vhosts/coolcatsites.net/cgi-bin/pnmtojpeg: No such file or directory

Status: 127 (expected 0)
Error: Unable to make thumbnail (0)!

Install tells me it finds the files, the files are there and are set to executable, they are the files from the Gallery SourceForge page.

I moved the files from the root directory to the cgi-bin directory and re-ran setup in case it was a server issue with executables outside of cgi-bin

Any suggestions?
