Request: On - Off notifying user about pictures

While opening email feature...
Admin can take information mails about comments changes and etc.
However there is also opening option for users that they can be informed about pictures if they checked box
But if it there is a turn off option for this.. that will be better.
Because email traffic can be more and more while you have more than 20.000 picture and 40.000 users.
