Both can run on Mac OS X in it's webserver, and there are client applications that will run on Mac OS X as well. There's even an iPhoto plugin to export to either G1 or G2.

Of course one have to enable PHP on the OS X client, but that is as easy as uncommenting a couple of lines in /etc/httpd/httpd.conf (IIRC)

PHP sites are OS independent. Apache with php, mysql, and imagemagick have ports for pretty much everything, so you shouldn't have trouble.
