Offcourse it would be extra extra cool if this could be connected to a shop module orso so that its automated

it might be possible.. but this also sounds like a webserver feature and maybe not an application feature?

If you are using apache2 you can try the mod_bw, it works very well for me. http://bwmod.sourceforge.net/index.html

how do u use it now ?

I use it as a general overall throttling mechanism. You can't tie it to a gallery user account, but you can restrict to the directory level.
