Gallery 1.5.3 Russian language not working

I am trying to get the Russian translation working win gallery 1.5.3 and I am not being successful :(

Fedora Core 4
Apache/2.0.54
PHP Version 5.0.4

Gallery 1.5.3
language pack ru_RU.cp1251-1.5.2.tar.gz

I am being told that the russian being presented is not windows-1251

Please help
