500 Internal Server Error, .htaccess, user homedir install and httpd.conf

I'm trying to install gallery in a user homedir like: http://domain.com/~hard_core/setup/index.php The gallery intro page that says "Gallery has not been configured! Gallery must be configured before you can use it." shows up, but clicking on the setup link gets a: "500 Internal Server Error" I have a feeling that it's related to my httpd.conf and .htaccess. Is there some line that i need to tweak to get this working?
