Need someone to fix new install and then customize theme and integrate with CCBill for a member site.

Like the subject says....I need:

1. new site needs to be fixed, did a fresh install from Fantastico and it won't display the images or thumbnails
2. a custom theme...nothing fancy, a lot of stuff we want to turn off or remove
3. I need to set up the gallery to work with CCBill so that I can make it into a paid member only gallery

I think the first two shouldn't be that difficult for someone that is familiar with it but I have no idea what will be involved with the third item. I really need to some very rough ballpark numbers just so I can figure out if I want to go this route or not.
