"Item Actions" - Xtreme Theme Problem

Hi all,
I'm having a problem with the x_treme theme whereby when I log in as admin I get all the "item actions" in the drop down box for all the photo's/album's but when I login as a user, who is the owner of the photo's/album's and has the "ALL ACCESS" permission for all of his photo's/album's I don't get any drop down boxes anywhere for the "item actions". Now if I change back to the carbon theme it is all fine !!

Have I changed a setting somewhere ? which one do I change back ?

Rows in GalleryCacheMap table = 15

Still having problems with the "item actions" list,

See, here I'm logged in as admin and I can get to "item actions"

Where'as here I am logged in as a local user, I can't get "item actions" :
