I am having the same issue. It seems to have started after I upgraded to the latest version of Gallery2 the other day through Fantastico. I have another gallery2 site, and that is a manual installation, and I have no issues with Gallery Remote and that site.
Maybe someone can tell us if there is something/a setting or something within the Gallery to change to remedy this.

I found the solution in a post just below. I had to upgrade the remote module plugin. I am i the process of upgrading all my modules now. It seems the fantastico upgrade of gallery did not upgrade any of the plugin modules.

This is appalling, I've spent nearly an hour trying to figure out this problem before I found the result in this forum.
Why isn't this more obvious????

yeah i figured it out. i think someone needs to explain in detail that using fantastico the plugin updates are not installed and to resolve it, you need to download the plugins manually, and upload them manually. and THEN go in your admin panel and update your plugins. i "thought" that if an update was available, the admin panel would let me know. it never dawned on me that i would have to download and upload the plugins. duh on me, but apparently i'm not the only one with that problem.
i downloaded the whole install .zip file, browsed to the plugins, and shoved the whole plugins folder over top of my previous install and it copied over all of them. when it was done the admin panel had "update" icons i clicked to install off the the ones that were newer. worked well and was easy.
this needs to be a tutorial or sticky or something because i found endless people with this problem and no good answer. people said "i needed to update the plugin" so i kept going into my plugin and didn't see an update so i thought i was good.

Thanks a lot for this post - finally enabled me to sort out my problem. I agree, this is really non-intuitive - doesn't indicate anywhere in the upgrade process that modules might be out of date.
Rather than what gtluke describes above, having read this post I went to Site Admin->Plugins->Get More Plugins->Update Plugin List.
This generates a long list of modules I can upgrade. I upgraded Remote and Upload applet, and the problem is now solved.
Shouldn't the admin interface prompt to point out that modules are out of date? The current implementation with the green circle in the Plugin list denoting "up to date" is highly misleading.

Thank you, nickdrums! This was the fix I've been searching for and having problems finding. I did exactly as you said (upgraded the Remote and Upload Applet plugins from my gallery2 Site Admin Plugin List), and all of a sudden I can upload buckets of photos again!

I've got the same problem with GR not working and I can see in the "Get More Plugins" page that the Upload Applet is currently 1.0.4 and that 1.0.7 is the latest but it (as most items) have the locked LOCKED icon and no "download" link
Thanks

>>>>>>HERE IS THE SOLUTION<<<<<<<<
After countless hours, days and yes months of trying to fix this issue, I came across something so obvious that I can't believe I overlooked. I owe it to myself and to everyone out there that is facing this problem. No need to keep trying to research this issue. Hope this can save a lot of you valuable time! Enjoy...
1. Download these zip files and unzipped them:
>>> "remote" (version 1.0.9) - http://prdownloads.sourceforge.net/gallery/g2-module-remote-1.0.9.zip
>>> "upload applet" (1.0.7) - http://prdownloads.sourceforge.net/gallery/g2-module-uploadapplet-1.0.7.zip
2. Open your FTP and go into your gallery folder.
3. Parent directory -> "Your gallery folder" -> modules -> scroll down and you'll see the "remote" and "uploadapplet" folders.
4. Replace these files with the updates you downloaded.
5. Log back into your Gallery -> Site Admin -> Plugins -> and the icons won't be locked anymore and you'll have the option to upgrade them!
6. Remote Gallery will now work!
ENJOY!

To add to the above, it is not necessary to manually download or upload anything, plugins listed with the 'Locked' symbol simply need to be deleted from the modules folder (uninstall them via the plugins management screen first) before being installed via the "Get new plugins" screen. This is easier than downloading, unzipping, and uploading the zip contents yourself.
When I updated with Fantastico my upload applet and remote would not work, both folders were deleted then reinstalled through gallery plugin admin, and now both work fine
Now to update all the other out-of-date plugins... *sigh*
