Unable to upload ZIp files on Gallery 1.5.3

The following information is required to get an answer:
Get this information from the PHP diagnostic (in the configuration wizard).
Gallery URL (optional but very useful):http://izmirmulkiyespor.org/modules/gallery
Gallery version:1.5.3
Apache version:???
PHP version (don't just say PHP 4, please):PHP 4.4.6
Graphics Toolkit:NetPbm
Operating system:Linux 2.6
Web browser/version (if applicable): Windows Explorer 7.0.5730.11

I'm trying to upload ZIP files but receive the following error:

error: cannot open zipfile [ /tmp/phpYMvqUh ]
Permission denied
zipinfo: cannot find or open /tmp/phpYMvqUh, /tmp/phpYMvqUh.zip or /tmp/phpYMvqUh.ZIP.

What is it I'm doing wrong?
