"The action you attempted is not permitted" displayed on any admin function

I recently installed Gallery 2.2 and the install seemed to go fairly smoothly. I was able to create an album, upload pictures, etc... I then tried to create a user (Site Admin|Users), and when I hit the "Create User" button I got a message that said "Security Violation, The action you attempted is not permitted. ". Plus it logged me out as admin. I tried this several times with the same results. I used the upgrade function to validate that my files were all intact and I had the proper security settings on my storage directory, and that all seemed good. I also notice that I get the same error when I try to do any admin function on the server. As an example, I tried to dump system info for this post and I got the same results. I did try to collect as much info as I could below, though I'm a hack at this (this ain't my day job), so I may have missed/botched something. My gallery is currently installed at http://www.circlecitymultisport.com/gallery2 if that helps.

I figure this is something stupid - any help would be GREATLY appreciated.

your site seems down now (database error). this could be some unusual security settings by your webhost. sounds like you lose your session for some reason, making the site admin operation a security violation (you're not an admin anymore). if you want to PM me ssh/ftp access to your site I can take a look.
