"Actions" in Site Admin don't seem to work

Issue:
I was looking in my Site Admin area and saw a theme I wanted to try. In the Plugins area, I saw that it wasn't installed so I clicked Install. As far as I could tell, nothing happened. After clicking on several action links I saw that none that I clicked would execute anything. Is there something preventing that script from running? I was able to get the system info above so I figure both actions required PHP only. I'm no coder but I have some knowledge of how some of this should work as I'm a Windows PC/Network Admmin. Unfortunately I don't have access to certain things on the server as the hosting service has admin rights to it and its functions. I was told a couple years ago that certain functions were disabled. For instance, exec has been disabled by the hosting service. Could this be what's going on? If need be, what file(s) would I tweak to manually enable/disable items.

I ran the page in debug mode and got a lot of code in the bottom. It sure did look nice but I didn't know what the hell it meant. If you want that, I'll drop that in here too. Let me know...

Update:
If I click on delete, it'll throw up a pop-up asking me to confirm so I'm guessing those action links work. The install links don't seem to work.
