About developing feature - add photos with admin authorization

Hi
I am newbie to gallery2, just wonder which module and parts should I focus on if I want to implement function that admin authorization is needed for adding new photo ? the workflow seems should be similar to user registration...but I am not familiar to PHP code also so I am not sure how to trace the code ....
