Limit owners permissions

I have a site that i want many people to upload pictures and nothing else. I have one account that i give out to a list of known users. It's not feasable nor do i care to maintain user accounts for everyone. Album permission settings don't seem to limit this for the owner so I'm thinking that once an upload is done i'd need a way to change ownership to the admin acount. OR is there a way to not show teh pulldown menu for each photo? removing the pulldown menu seems the easiest, but would this then not allow the admin account to get the pulldown menu for each photo?
