'From local server' Vs. 'Upload applet' with Chinese

Dear all,

I have the following question:

Q1. Why the "From local server" does not show Chinese characters while the "Upload applet" can show?

See attached pictures.

I would like to use "From local server" to upload directories, files and sub-directories which may contain Chinese characters. The "Upload applet" recognizes Chinese characters, but cannot create the desired directory structure (everything is uploaded at the same level and no sub-directory created).
