yes.

add the user to the site admin group.
recommended reading:
documentation -> quick start guide (on groups, group membership, permissions, ...).
warning:
site administrators can do much more than just manage albums. admins have filesystem access to your server, can uninstall large parts / features of your gallery etc.
are you sure you want to promote your friend to admin status?
usually, one would create a "moderator" group and give moderators all access (all permissions) for all albums. then they can do pretty much everything, but don't have access to the site admin area.
