[Tags] Where is "bulk edit tags"? And other Tags configuration questions...

I installed the Tags module, but the "Bulk Edit Tags" option I've seen referenced in the documentation isn't showing up for me. I expected to see it in the sidebar when I edit an album, along with "Edit Captions" and such, but it's not there. Am I looking in the wrong place? Do I have to enable it somehow? I've dug through "Tag Management" and "Tag Settings" in "Site Admin", but there aren't many options there.

Also, I'd like to have the tags show up only on photo pages (as opposed to below the thumbs on album pages), but it hasn't been obvious how to do that. Is that possible?

And lastly, is there a way to add a quick tag search on my top gallery page? Or is the only way to create a dynamic tag-based album to click on a tag.
