Weird characters appear on random block

Four random blocks (block-random-enhanced.php) are installed on gallery.header. They are working fine except on top of each block there are some strange characters:

The characters can be removed if changing the page view code to UTF-8. So I tried hacking into the albums.php to insert this line above the </head> tag:

But it is overrided automatically by this line:

May be because I am using multi-lingual option.

Is there a way to fix the weird characters?
