So on my install, it seems whenever a admin in Wordpress who is not an admin in Gallery tries to view the Gallery they get this error. Initially, I thought it was for all non-admins but its just for users who are Admins within wordpress but not Gallery:

Sorry but I am pretty busy right now trying to get 3.05 out of the door and just do not have the time to spend on this issue until I get 3.05 out the door, as a very quick suggestion try going to your Dashboard -> users -> Gallery2 users tab and see if that helps..
