User permissions question

Currently registered users get a security lock out when they click the gallery logo and you can't see any other galleries aside from their own. My goal is to allow all users to view all galleries posted.

The admin will post galleries that all registered users can see but registered users will not be able to edit them aside from adding comments, purchasing photos and voting/ratings.

All registered users can create their own albums/sub albulms that will be viewed by all registered users and admins. Only the registered user of that album or admin can edit it.

What permissions should i have to do this? I am starting to pull my hair out trying to figure this out.
