"Change Filesystem Permissions” does not work

I installed Gallery on my local system on "xampp" and then uploaded it to the server and so I have to change the chmod / chown to make Gallery work. This I tried to do with "Change Filesystem Permissions” of Gallery.

On all of my Gallery installations does the “Gallery » Support » Change Filesystem Permissions” not work.

This message is displayed when trying to use each of the options there:

How could I make it work?

Why is there shown the “/” twice like it is shown in all of the messages I see on "lib/support"?
