cannot use "submit URL or directory" function to u

When I try and upload a large numbe of files( 15 or more at 500k each)
I get this error:
"CGI Timeout
The specified CGI application exceeded the allowed time for processing. The server has deleted the process."

It seems IIS 5.1 is stopping the proccess because it is taking to long. Does anyone know how I can fix the timeout problem?

I can upload a smaller number of pictures by specifying a directory, so I know it works.
Other than this everything works fine. (though it is often very very slow to upload using gallery remote and 100% of the CPU is used)

IIS 5.1
Gallery 1.3.1
Netpbm 10.6
libjpeg 6b

I appreciate anyone's help. I really think gallery is a cool tool.

Also does anyone know if using apache on windows would reduce the amount of CPU cycles gallery takes up. It's often slow to just edit the page
