Permissions - Possible as i want?

Hey!
I want following permissions for Registered Users:
- add albums in main album Gallery
- add photos in every album except main album (the one shown in main.php) also in that albums, that was created by other users
- add comments only to photos, not to galleries.

Now [i]I,m trying and trying and trying, but I can't fing any way to realize what I want.
Is there any way to set that permissions? I thaught there was a way to set standard values for creating new albums, but I can't find.
