Metadata on jpeg images One view

JPEG images contains metadata in text format using RDF structure. It is possible to create a Gallery metadata using RDF to include in JPEG files(Microsoft uses it in Vista and...). Does anyone know a good RDF parser (high level language)? (for reading RDF from file and re/writing old/new ones)
