about user permissions,how can i do........

the user of group have permissions:
1,add,edit and delete his ablum only;
2,add,edit and delete his item only;
3,can comments for all of the item.
4,have the same quotas each other,this can only setup quotas for group,not for single user.
example:the quotas of group is 20M, is the quotas of each user, not express the whole quotas of group.
i am the newly for gallery,don't know the gallery2 can work for my needs.
who can tell me how i can do,if the gallery2 can work for my needs.
