"Add to cart" not in the guest accounts' Item Action dropdown

	Add to cart function is not included in my guest accounts. Only my admin account when i am logegd on. This is the case no matter what theme I am using. What am i doing incorrectly? 	"cart" module, or "checkout" module?

	well both are activated. But I want my viewers (as guests) be able to add a photo to the cart.
