Create tile-able texture? or Make Seamless?

Is anyone working on a Plug-in or module that will try to make a tile-able copy of the image uploaded by a user? This way users can take snapshots of things like a fence, gravel, water, a mess of leaves. Then anyone can download the tile-able version to use it as a texture in their own projects. Be it a website or 3D scene etc..

I assume with GD library or ImageMagick you might be able to do what Gimp does when you goto Filters -> Map -> Make Seamless.
