changing default user profile

Running 1.5.10 on redhat fedora core 6, apache 2.x etc.

Been digging thru the code...and looking for where to change the default setting for the user 'generic profile' if you can call it that to, by default, allow them to change their own password.

Right now, system is set up to allow self-registration. However, when the profile is created, and I look at it as the admin, the 'change password', by default when the modify_user.php?uname=xxxxx function is called is set to no.

Don't see anything in the config.php file that would allow me to set it to YES (or true).

I see references to core in create_user.php.

Kind of lost...but that's normal.
