Custom language definitions

Hello to all,
I'm doing a custom theme based on the Carbon theme:
I would insert some new language definitions in English and Italian, can you show me some docs or give me some guidance?

In particular, I have inserted an html menu in the header of theme.tpl, but I'd like to make it multi language, so that if a user selects the Italian language, also the menu changes.
