Mulitiple secure sub-accounts

For over a year now I've been trying to accomplish one simple task, to find a site that allows mulitple photographer sub-accounts with individual passwords. I'm not a technical person so I was hoping to find a company out there with the featue I need. I have a smugmug account at sandiegojoey.com and was hoping to convince them to add a mulitiple sub-account feature, but it's not going to happen.

Here's my dilema, and hopeufully someone here has a solution. The following is an email I've sent to every web hosting company you can imagine.

I want to (1) create a single pro account and a custom website with (2) administrator access for only one person myself, the administrator), to represent all 26 sports (and other extracurricular activities) at our high school, and 3) I would like to add several sub-accounts with upload access only (for additional photographers to upload to the site). This would allow me to create a separate folder for each sport/group/activity and sell photo's via a single "school spirit" website.

Smugmug is set up to do most of the things we'd need in a site, however, they only allow a single sub account password, which is a problem. Having only one sub account password means that if the password ends up in some high school pranksters’ hands we're going to see something we don't want to see. There would be no way of knowing who did it or how it happened so we would have no choice but to shut down the entire site and remove the sub account upload access feature all together.

The solution is to give the site administrator the ability to issue several passwords instead of just one. Myself being the site administrator, I would issue passwords to individual photographers and give them the ability to upload photos’ (they would have no other access to the account or site tools). Ideally, but not critical, would be the ability to trace a photo/video to the password used to upload it so that we can credit the individual photographer. And in the event something inappropriate ends up on the site I can simply remove the individual password associated with the photo/video, delete the photo, and continue operating the site without interruption to the other teams/groups.

Gallery can have multiple accounts and you can set permissions to allow them to only upload to specific albums and the owner's are attributed to their work.
