My following questions are these:
would your website allows submissions when posting a photo if the answer is yes,then

can you receive submissions from visitors.
can you put submissions in moderation before publishing - images must not be automatically published - they'd need a moderator to review and accept
allows users to add text to their submissions (so that they can explain how they made their cards)
