2.3 Third party plugins will not load for only 1 of 2 mirrored systems

Gallery 2.3: I have a single account on 1&1 servers with 2 exact mirrored installations of 2.3 in totally separate directories, no overlap of anything. I have been using both for around 6 months.

Today I went to add the "contact form" 3rd party plugin to them both. The plugin installed on one system with ease but locks up while installing on the other. Same everything on them both, same themes and options. The only exception is that one has a lot of photos and the other doesn't.

On one of the mirrored install images I was able to go into Site Admin, Plugins, Get More Plugins, Show Repository List, check both Experimental and Community in addition to Official, Save, Update Plugin list. The Updating Repository Index progress bar moved across the screen and all plugins are then available, both the Official and 3rd party plugins. All the plugins were then displayed and I was able to activate the Contact Form plugin with no problem.

On the other mirrored install, I repeated the same process but the progress bar never moves to the right at all. I kept trying checking different options, Experimental and Community in conjunction with the Official check box and the progress bar will never load all the plugins. It just locks up at the extreme left. However, if I leave only the Official Plugins checked, then the progress bar moves all the way across and the screen refreshes back to the plugin list as expected.

I cleared template/db cache and that doesn't seem to help.

I would like to fix this but if not, can I simply copy the full set of plugins from the one directory that works to the other mirror image that doesn't? If so, how would I accomplish that?

The only difference with the two mirrored installs is that one mirror install has around 1000 photos with comments (the mirror that fails) and the other only has a few photos on it, less than 10 (the mirror install that works and downloads 3rd party).

Well it looks like I can check one box at a time from the Repository List (not 2 or not 3 but just 1 at a time) and choose any desired plugin from the single group from the Repository List, select and download the desired additional or 3rd party plugin. Then when I return to the plugins menu I can customize the newly downloaded plugin. I just can't look at all 3 from the Repository List at once like I can do on the mirror installation.
