If you click on Edit Photo you can add tags in the dialog box that pops up. I believe there is in the works to add the ability to add/change descriptions/titles/tags via Organize album. But I don't know for sure or what the status is.
I'm sure someone as some point will create some sort of bulk upload option where you can use a text or excel file to specify paths, descriptions, tags, etc similar to the one that's available for G2.

If you really, really need this functionality over G3's slick interface, I'd recommend installing and using G2 for the time being. Heck you could install G2, do your batch import, then import into G3
Not sure if this is helpful or not. But I've found that iView (now Microsoft Expression Media) allows you to easily enter "captions", and sync those back to the original files. When the file is uploaded into Gallery, the "caption" will be converted into the description field.
