Carbon theme - want a more blog like look to bottom; comments displ all time with click to add your own comments

I find 90% of users don't know they can comment on my albums because it is not intuitive. Finding the micro icon in Carbon to "Display comments" and "Add comments" is not easy to locate apparently (judging from lack of participation and "offline comments"). I would like to apply a mod to Carbon to cause comments always to display if they exist and regardless of this, have an Add Comments button available near footer. When comments exist, then the Add Comments or Reply option would appear below the comments.
