preinstall.php uploads as a blank page

I have tried in several ftp programs on several computers to up load preinstall.php and every time it is blank on the server. The server is apparently stripping out the code (probably in the fear of a virus) So how can I force this to upload to the server. I've tried renaming it and changing the extension. Any thoughts?
