Adding Navigation Bar

I just installed Gallery 3 on my Server.

I want to know how do I add navigation system and links in Header part.

Admin -> options -> Appearance -> theme options -> header text.
or create a custom theme and edit the views.

What I mean as that in Gallery 2 we had a module Links in Head which allowed the Gallery owner to add Navigation in Header but in Gallery 3 such Module is not there.

As you suggested, do we need to write HTML Code or DHTML code to do this.

Similar module to links in head:
http://codex.gallery2.org/Gallery3:Modules:menu_links

You can write html or dhtml in the header text area. Some code might be striped however.
