Specifying a Path to the Locale Files

I have successfully installed the latest version of Gallery, but I received the following error regarding locale files:

"Testing to see if which locales are absent Serious Warning! We were unable to detect any system locales . Multilanguage functions will be disabled. Please install the corresponding locales or ask your Provider to do this. This problem is known on Debian systems. In this case please have a look at this Debian locale HowTo."

I sent an email to my hosting provider's tech support, and I received the following response:

"Several locales are set up by default with an apache installation on the server. Apparently, Gallery is looking for them someplace else. We'll have to look and see if we can figure out where it wants them and see if we can remedy that. /usr/lib/locale is usually where you find locale files. Apparently, Gallery does not look there. But it should work without a problem without finding any if you are running it in English."

Unfortunately, I cannot specify a path to the locale files in the config utility. How can I resolve this problem?
