User Generated Gallery for WP CMS

HI, can I use the gallery for the following:

- Allow Register WordPress users to upload pictures and creata a gallery of the pictures. Should be able to insert a caption in their picture

- Allow register users to view each other gallery and also add comment.

- Allow guest to view thumbnail..

If this is doable, can you point me to the document with the directions
