Hello,
New to Gallery we are pleasantly surprised by the quality of the product.
Before purchasing a license (gallery commercial) and after several hours of searching on the forum, we need this function:
1 - the visitor makes his choice of photos
2 - the "shopping cart" is subject to the approval of the admin
3 - OK the admin with a link to download a zip
In the final system shop but no payment because phototheque intranet only.
It's possible...

There's no license to purchase. No idea where you got that idea. If you saw that you had to pay for Gallery anywhere, please let us know. Gallery is open source software, licensed under the GPL license.

There is a shopping cart plugin available (for free), but I don't believe there is an option for any shopping cart to have any sort of admin approval. If people can see the photos, and add them to a cart, why do they need approval?

Thank you for your prompt response. Error on our part, it was hosting that is paid ...
In this gallery, the administrator must see the images downloaded before giving his OK.

That functionality doesn't exist and why do you want it? If people can see the image, they can still download it without using the shopping cart, though depending on how you have permissions setup, maybe they can't download the full size image, but they can still download what they see. IMO, you're adding an unnecessary layer of complexity that is not standard for any shopping cart system I've used on 100s of different sites where I've made purchases.

Our client wants different advertising services internal select photos for internal publications. But he wants to see if the photos are OK before downloading.

You'd have to add that functionality and I'm not sure how you'd go about it at all.
