So I accidently unchecked the box of Use the Customer's Provided Email Address in the checkout configuration. I went back to recheck it and now there is nothing to recheck because the check box and the line saying Use the Customer's Provided Email Address is not there any more.
I tried looking for the config file where that info is saved and I couldn't find what I needed to bring it back.

Figured it out. I removed all the email addresses and the checkmark for the customer email address box came back. Very strange.
