How do I set default to "show item links"?

I'm running the Hybrid theme and when a user brings up the Gallery, sometimes the item links aren't being displayed. They can be turned on by the "Show item links / Hide item links" in the sidebar, but most of the time the sidebar is hidden and the link to show it is not real obvious. Is there any way I can force the gallery to always show the item links (and then even remove the ability to hide them)?
