You need the ffmpeg module activated.

The path to ffmpeg needs to be the full system path. C:\path\to\ffmpeg\binary\file.exe

I see you're running IIS. Make sure that the IIS user has access to that path an execute permissions on the ffmpeg binary.

the user have permission on the directory of ffmpeg, then the directory are in the gallery directory

That's not the full path to the file.
Go to Site Admin > FFMPEG and set it to: C:\Test\gallery\modules\ffmpeg\ffmpeg.exe
If that continues to not work, try installing ffmpeg into a different directory outside of the G2 directory structure, like c:\ffmpeg and try that.

A linux server?
Sorry, but it's been ages since I've tried running Gallery on Windows and even longer since I tried getting binaries like ImageMagick (never tried ffmpeg) on Windows working with Gallery.
Oh, wait, maybe also make sure that the path ffmpeg is installed in is in your %PATH% environment variable.
I'd also try going to the command line and try c:\ffmpeg\ffmpeg.exe -h and see what you get.
