heirarchical album tags

I am trying to determine if it is possible to create a heirarchical tag structure. The Tag Tree module seems to be close, however it does not allow me to specify the heirarchy. My goal is to create a tage structure along these lines, so it is (to me at least) easy to locate photos. - Family and Friends A photo of Chantal and Claire standing in front of the Cathedral in Strassbourg, would then be tagged with Chantal, Claire, Strassbourg. As a result, it should then appear in each of the parent tag/albums as well. The Tag Tree module is supposed to automatically create the heirarchies. I don't know that I will like the heirarchy it will create, I would like to create the heirarchy myself. Any suggestions as to how to go about this, short of rewriting the tag module itself?
