translation help plz

Hello,
First of all I don’t have Unix system and still I want to translate some of the modules in to Hebrew
I downloaded this program poedit-1.4.6-setup.exe to work in windows
I notice that, there are some modules folders with the lang files that I need to complete and in some folders like the slideshow/po/ there is no translation file "HE.po"
I don’t understand how to create new one…
Can I take other file… let's say… "DE.po" and translate it and change its name to "HE.po" ?
