After upgrade, my Album is empty

Hello: I have try to replace the code with the new one. Then I launch the URL of my original Album root with "index.php/upgrader" It just say and ask me to input the DB info. After I key-in the value. Within 5 seconds it say complete and my album is empty. Any steps I have wrong? Attached screen capture for reference! Thanks!

If the installer was asking for DB connection info, that wasn't the ugrader you ran, but the installer. The upgrader takes about 2 seconds and doesn't need that info since G3 already has it. Also, either you ignored the big warning about it overwriting tables in your DB or your data is still safe, but you either used a different DB or different table prefix for this 2nd install.
Windows also isn't a supported platform so if things are going sideways with installing G3, we're not likely to spend a ton of time trying to troubleshoot it.

Does my understand is correct? G3 is not running on windows platform?

If it runs it runs, but we're not going to spend a lot of time trying to trouble shoot what might possibly be a platform specific problem on an unsupported platform.
It can run:

I know others have done it with Apache on Windows, most likely using XAMPP, but it's still not supported by the main Gallery team, just fellow community members willing to put in the time.
