I can't get the files below to transfer/upload to my site. Any ideas???

I had the same problem. My ftp program (Transmit, OSX) had to be told to show invisible or system files. Usually anything starting with a . is invisible. I'm running Mac OSX Tiger. After i did that the ftp program "saw" the .htaccess etc files and i could upload them.

Also, very rarely an ISP might simply deny .htaccess files being uploaded. You should be able to view your FTP client's log to figure out if it is due to the ftp client hiding it (you probably won't see any failures) or your web host's FTP server denying it (you'll see errors somewhere, probably).
If it is the host, sometimes you can upload it as just "htaccess" and use the rename option to make it .htaccess. If you are lucky.
